APPLICANT REQUESTS THAT: 

 

His Fitness Assessment (FA) dated 11 Nov 11 [sic] be declared 
void and removed from the Air Force Fitness Management System 
(AFFMS).

APPLICANT CONTENDS THAT: 

 

The individual who performed his abdominal circumference (AC) 
measurements was assigned to his unit and prior to his FA he [the 
applicant] had issued him a Letter of Counseling and a Letter of 
Reprimand. 

 

He served as the individual’s trainer prior to the individual’s 
medical withdrawal from his career field. 

 

He was incorrectly measured and when he questioned the individual 
he was told the measurements taken were final and could not be 
changed by the Fitness Assessment Cell (FAC) supervisor. He 
informed the FAC supervisor that the individual was assigned to 
his unit and should not be allowed to measure him. The FAC 
supervisor replied that it did not matter.

STATEMENT OF FACTS: 

 

The member is currently serving in the Regular Air Force. He 
failed his FA dated 17 Nov 11.

AIR FORCE EVALUATION: 

 

AFPC/DPSIM recommends denial. On 24 Aug 12, DPSIM requested the 
applicant provide additional documentation; specifically, a 
signed memorandum from the fitness testing administrators stating 


that his abdominal circumference measurements were done 
incorrectly, a copy of his signed fitness assessment score sheet 
and fitness questionnaire. In addition, it was requested that he 
identify which FA failure he was referring to because there was 
no FA dated 11 Nov 11. DPSIM notes the requested documents were 
not received.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION: 

 

The applicant clarified that he would like his FA of 
17 Nov 11 removed from his records. 

 

He notes the individual who performed the test was formerly under 
his supervision and had to discipline him numerous times for 
inappropriate behavior. He advised the individual that he should 
not conduct his test; however, he was told there was no one else 
to do it. The individual refused to provide a letter stating 
that he incorrectly performed the measurements. 

 

He does not have access to the requested documents. He has 
attached a copy of his AFFMS printout dated 19 Sep 12 which 
indicates the name of the individual that performed his AC 
measurements.

THE BOARD CONCLUDES THAT: 

 

1. The applicant has exhausted all remedies provided by existing 
law or regulations. 

 

2. The application was timely filed. 

 

3. Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice warranting 
relief. After thoroughly reviewing the evidence of record and 
noting the applicant's contentions, we believe that relief is 
warranted. While we note DPSIM recommends denial; nonetheless, 
it appears there may have been some ambiguity between the 
applicant and the individual that was responsible for conducting 
the test. In this respect, we note this individual was a 
subordinate member of the applicant’s unit and prior to the 
contested FA, the applicant had issued him a Letter of Counseling 


and a Letter of Reprimand. In view of this, and to preclude any 
injustice to the applicant, we recommend that his record be 
corrected as indicated below.

THE BOARD RECOMMENDS THAT: 

 

The pertinent military records of the Department of the Air Force 
relating to APPLICANT, be corrected to show that the Fitness 
Assessment, dated 17 Nov 11, be removed from the Air Force 
Fitness Management System.
